Analysis:
After spending this much money on the entirety of the Manhattan Project, Truman couldn't just let the bombs sit there. I'm not saying that that is a good enough reason to take lives, to keep from wasting money, but add this to to all the other reasons to drop the atomic bombs and it's justifiable.
Pearl Harbor:
On Sunday morning, December 7h, 1941, Japan attacked the American Pacific Fleet stationed at Pearl Harbor, Hawaii. 2300 people were killed and eight battleships and numerous cruisers were damaged or destroyed. http://historyguide.org/europe/pearl.html

Shiro Ishii, also known as the father of biological weapons, had the idea for a state of the art medical research facility in newly occupied Manchuria. The Japanese first used people from the local prisons as test subjects, if they ran out they would send the secret police to sweep the streets. Not one person taken into Unit 731 survived. They test out how many people would be killed if exposed to germs and not given the vaccine, in other prisoners they injected vaccines and waited for anti-bodies to react. Those who didn't get the vaccine died first, so they disected them. The scientist thought that the best way to observe the human body's defense system, battling the invading pathogens, was by performing live "vivisections".
In Unit 731 they had refrigerator chambers where they would put prisoners, to give them frostbite, freeze them, and then use various techniques to dehydrate them; To see the most effective way of dealing with frostbite, so that could also be used in warfare. To determine the bet course of treatment for varying degrees of shrapnel wounds, Chinese prisoners were exposed to direct bomb blasts. They were strapped to wooden planks, staked into the ground, at increasing distances around a bomb, which was then exploded.

Anyone was preyed on in these experiments, including men, women, and children. Bodies were disposed of in crematoria. The people who worked there were just following orders, the fact was that they were torturing and killing people meant nothing to them. Shiro Ishii had plans to create weapons that could reach as far as the U.S.

Ishii and his scientific team determined that they could use the thousands of rats, kept at the facility, could be used as living flee factories/ All they needed were field experiments to determine the best way to spread disease. His scientific team created a bubonic plague bacteria, that they could spray flees covered in it from airplanes, over nearby villages. Plague started breaking out in the nearby villages by around 1939 and continued to do so until 1942. Ishii's men even started handing out candy, laced with anthrax, to starving chinese children.
Ishii soon started dropping plague, encased in ceramic bombs, on local villages. Soon after the bombs were dropped Japanese soldiers,dressed in rubber suits, went into the villages and cut open those that were infested with plague, while they were still alive. In the fall of 1944 POW's, in prison camps, were visited by doctors and were believed to be given several diseases. Some POW's were even taken to Unite 731, and were never heard from again.

Ishii had hoped to fill balloons with germs and float them across the Pacific ocean to attack west coast cities. First, to try them, they launched them with explosives. After that succeeded they would launch them with germs. Only two hundred balloons, carrying explosives, reached the U.S., one as far as Michigan. Lives were lost in only one case, it touched down May 5, 1945 on the site of a church outing near Bly, Oregon.

These heinous crime committed by the Japanese soldiers to the people of Harbing and many other towns and villages throughout China called for a reprisal against the Japanese. Killing thousands of Chinese civilians for the intent of research, had no justification.
